HBAF PAC Committee Definition:
The HBAF PAC Committee is determined by donations received during the calendar year of an election. All contributors are designated as the “committee” and may attend the annual HBAF PAC committee meeting to determine endorsement of local candidates. Committee members must maintain a current HBAF membership to attend the annual meeting. Contributors who do not attend the annual meeting, relinquish their input to the committee in attendance. Candidates whom are also a contributor to the HBAF PAC may not attend the annual meeting and agree to relinquish their vote to the committee in attendance.
The annual HBAF PAC committee meeting will be held after the primary and before the election. The PAC Committee will be notified by email of the exact date and time of the annual meeting at least one week prior to the meeting.
HBAF PAC Committee Process:
All HBAF PAC committee members attending the annual meeting will be impartial in their views of each candidate and will make decisions about the electoral race in the best interest of the HBAF and its mission. All committee members will comply with the current HBAF Conflict of Interest policies, and shall not have served as a paid staff member or consultant to a candidate’s campaign.
The HBAF will make every effort to provide an initial questionnaire to all candidates 5 days prior to the deadline for submittal. Candidates will not be considered for endorsement without written request and the HBAF questionnaire submission.
HBAF PAC committee may, at its discretion, conduct in-person interviews with some or all candidates.
The HBAF PAC committee discusses the candidates’ responses to the questionnaire and any in-person interviews. The committee makes a recommendation for or against endorsement and a recommendation for campaign funding if a candidate is endorsed. The recommendations are submitted to the HBAF Board of Directors for approval.
When reviewing a candidate’s request for endorsement, the Committee will consider the following:
- Whether the candidate is a member of a home builders association.
- Whether the candidate has demonstrated commitment to the building and development industries.
- Knowledge of local building and development regulations.
- Whether the candidate has specific ideas on how to improve the building and development industries.
- How the candidate answered specific building and development questions presented by the PAC committee.
- Political experience.
- Demonstrated work ethic.
- General reputation in the community.
- Civic/community affairs.
